Microsoft Copilot Studio and Power Automate: A Guide for Australian Businesses
How Microsoft 365 Copilot, Copilot Studio, Power Automate and Azure AI Foundry fit together, how licensing works, and when a Microsoft-first approach makes sense.

Many Australian businesses already pay for Microsoft 365, so Microsoft's AI and automation tools are often the first ones they look at. The names overlap, the licensing changes often, and the right choice depends on whether you need an assistant, a workflow or a custom AI application. This guide explains how the pieces fit together. It is vendor neutral: Agentyis builds on Microsoft and on other platforms.
The Microsoft AI and automation family
- Microsoft 365 Copilot is an assistant inside Word, Excel, Outlook, Teams and other Microsoft 365 apps. It drafts, summarises and searches the files a user already has access to.
- Copilot Studio is a low-code tool for building your own copilots and agents: chat assistants and agents grounded in your data, connected to your systems, and published to Teams, your website or other channels.
- Power Automate is Microsoft's workflow automation platform. Cloud flows connect apps and services; desktop flows provide robotic process automation for legacy screens.
- Azure AI Foundry is the developer platform for building custom AI applications and agents on Azure, with a choice of models and enterprise controls.
Which one do you need?
| If you want to | Start with |
|---|---|
| Help staff write, summarise and search inside Microsoft 365 | Microsoft 365 Copilot |
| Build a chat assistant or agent for staff or customers with little code | Copilot Studio |
| Automate a workflow between apps, or automate a legacy screen | Power Automate |
| Build a custom AI application with full engineering control | Azure AI Foundry |
Most real solutions combine them: for example, a Copilot Studio agent that answers a question and triggers a Power Automate flow to update a record.
How licensing works
Microsoft licenses these products in different ways: some per user, some by capacity or usage, and some through Azure consumption. Prices, inclusions and plan names change regularly, so always check Microsoft's current pricing pages, or ask your Microsoft partner, before you build a business case. The questions that matter most are:
- Who needs a licence: every user, or only the people who build and run the solution?
- Is the solution billed by user, by message or capacity, or by Azure consumption?
- Which connectors are premium, and do your flows need them?
- What happens to cost when usage grows?
Copilot pricing and licensing in Australia
Copilot pricing depends on which product you mean and how your team will use it. We do not quote prices here, because Microsoft changes plans, inclusions and prices often, and prices in Australia are set in Australian dollars by Microsoft and its resellers. Use the structure below to understand what you would be paying for, then check Microsoft's official pricing pages and ask your Microsoft partner for current figures.
How much is Copilot? Start with the Microsoft 365 Copilot licence
Microsoft 365 Copilot is an add-on licence assigned per user, on top of an eligible Microsoft 365 plan. The add-on does not replace the base plan, so the Copilot subscription cost for your business is the add-on for each person you license plus whatever base plan those people need. Microsoft also includes some Copilot features in other plans, and those inclusions change, so confirm what your current plan already gives you before you buy.
To keep the Copilot licensing cost under control, license a pilot group first: people who spend most of their day in email, documents, meetings and spreadsheets. Expand once you can show the time saved.
Microsoft Copilot Studio pricing and licensing
Microsoft Copilot Studio licensing works differently. It is licensed mainly by capacity or usage for the agents you build and run, rather than as a simple per-user add-on. That means Copilot Studio pricing is driven by how much your agents are used, so a busy customer-facing agent can cost more to run than a small internal one. Before you ask for a quote:
- Estimate how many conversations or actions the agent will handle each month.
- Note which systems it connects to, and whether those connectors need premium licensing.
- Ask your partner which makers and users need their own licence, and how usage above your capacity is billed.
Microsoft Power Automate pricing
Power Automate pricing has two broad shapes: per-user plans, where a person is licensed to build and run their own flows, and process style plans, where an automation is licensed in its own right so it can serve many people or run unattended. Many Microsoft 365 plans include some Power Automate use with standard connectors. Premium connectors, such as many connections to systems outside Microsoft 365, need premium licensing. The Power Automate Premium price is therefore only part of the picture: count how many people build flows, how many flows run unattended, and which connectors each flow uses. When you compare the Microsoft Power Automate price with other tools, compare the full cost for the same workflow, not the headline plan.
What is Azure AI Foundry, and how is it billed?
Azure AI Foundry is Microsoft's platform for developers building custom AI applications and agents on Azure. Azure AI Foundry pricing is consumption based: you pay through your Azure subscription for the models, compute, storage and other services your application uses. Costs grow with usage, so set budgets and alerts in Azure, and test with realistic volumes before you go live.
Checking Copilot cost: Australia-specific points
- Ask whether a quote is in Australian dollars and whether it includes GST.
- Compare the billing term and commitment, such as monthly or annual, because they can change the price.
- Confirm which reseller or partner you are buying through, since terms can differ between them.
- Re-check prices at renewal. Microsoft updates plans and renames products from time to time.
When a Microsoft-first approach makes sense
- Your data and identity already live in Microsoft 365 and Entra ID
- Your team already builds in the Power Platform
- The workflow is mostly inside Microsoft apps
- You want governance and data loss prevention managed in one place
When to look beyond Microsoft
- Key systems are outside Microsoft and connectors are limited
- You need a specific model, a voice channel or deep custom logic
- Usage-based costs would grow faster than the value delivered

Copilot training for your team
Licences alone rarely deliver value. Good Microsoft 365 Copilot training is short, practical and based on the work each team actually does. It should cover:
- What Copilot can see. Copilot works with the files, emails, chats and meetings the user already has permission to access. If permissions are too broad, Copilot will surface information people should not see.
- Data permissions cleanup first. Before rollout, review oversharing in SharePoint, OneDrive and Teams: sites open to everyone, old shared links and departed staff's files. Apply sensitivity labels to confidential material.
- Prompt habits. Give context, the goal, the source to use and the format you want. Point Copilot to specific files or meetings, and refine the answer rather than starting again.
- Checking the output. Copilot can be wrong. Staff should check facts, figures and names before anything goes to a customer.
- Role-based examples. Show finance, sales, operations and admin staff the three or four tasks that matter in their role, rather than a generic demo.
- A feedback loop. Nominate a champion in each team to collect good prompts and report problems.

Frequently asked questions
Is Copilot Studio the same as Microsoft 365 Copilot? No. Microsoft 365 Copilot is a ready-made assistant inside Microsoft 365 apps. Copilot Studio is the tool for building your own assistants and agents.
Can Power Automate do RPA? Yes. Desktop flows automate legacy applications through the user interface, alongside cloud flows that connect apps through APIs.
How much does Copilot Studio cost in Australia? It depends on the licensing model and usage. Check Microsoft's current pricing for Australia, and model your expected usage before you commit.
What does a Microsoft 365 Copilot license cost? Microsoft 365 Copilot is a per-user add-on licence on top of an eligible Microsoft 365 plan, so the total is the add-on plus the base plan for each licensed person. Microsoft sets and changes the price, so check its official pricing page for Australia or ask your Microsoft partner.
Is there a Copilot premium cost on top of Microsoft 365? The full Microsoft 365 Copilot experience inside the work apps is a separate add-on licence per user. Microsoft includes some Copilot features in other plans and changes those inclusions, so confirm what your current plan already covers.
Is there a Microsoft Copilot Studio license for each user? Copilot Studio is licensed mainly by capacity or usage for the agents you build and run, rather than one licence for everyone who chats with an agent. Check Microsoft's current licensing guide for which makers and users need their own licence.
What is the Microsoft Copilot Studio price in Australia? Microsoft sets the price in Australian dollars, changes it regularly, and resellers can offer different terms. Estimate your expected agent usage first, then check Microsoft's pricing page and ask your partner for a quote based on that usage.
What is the Power Automate premium license cost? Power Automate Premium is licensed per user, with separate process style plans for automations licensed in their own right. Premium connectors need premium licensing. Check Microsoft's official pricing page for current prices in Australian dollars.
Do we need to clean up file permissions before rolling out Copilot? Yes. Copilot can draw on anything a user can access, so review oversharing in SharePoint, OneDrive and Teams, and label confidential material before you switch it on.
